- 27 Jan 1912: “By Mr. BOOHER: A bill (H. R. 18868) granting a pension to James M. Flynn; to the Committee on Pensions.” Charles F. Booher was the Democratic representative for Missouri’s 4th district, St. Joseph. He brought it in again in 1913 as H.R. 845 (https://archive.org/details/us_congress_63). Probably James M. Flynn of St. Joseph.
- 1906 and 1909-10: bills by Charles Curtis of Kansas (H.R. 16326; S. 6144) “granting an increase of pension to James M. Flynn.” Possibly another man: Curtis’s bills were for Kansas constituents, and an increase means that man already had a pension.
No committee report was found, so none of them gives his regiment, and nothing shows that any passed. James M. Flynn applied in 1917 under the Indian Wars service-pension law (source).
