Canadian Press, Victoria, 10 Nov., read in the page’s OCR text (10 Oct 2026): the Minister of Finance, John Hart, “told the Legislature today that he had budgeted for a surplus of $80,182 in the fiscal year beginning next March 31. The budget does not, however, provide for unemployment relief expenditures or complete sinking fund allotments. Estimated revenue for the year is $28,065,341 and expenditures $27,985,158. There will be no increase in taxation. Mr. Hart expressed hope that a large part, if not all, of direct relief costs would be paid out of surplus [?] or provided by current revenues. Capital borrowings, the minister of finance said, would be confined mainly to works projects in connection with unemployment relief.” And: “Economic conditions do not permit further municipal aid during the forthcoming fiscal year.”
What it shows: relief was left out of the 1938-39 estimates, but the government expected to meet direct relief
from current revenue, borrowing mainly for relief works, as Fisher reads the same statement
