On the Pattullo government’s Industrial Conciliation and Arbitration Act of 1937, which Parnaby argues was meant “to stifle the growth of militant industrial unionism in BC.” The Trades and Labour Council’s Percy Bengough: “Had [the ICA Act] been drafted by the most rabid opponents of trades unionism, they could not have done better.” Pattullo himself wrote that “while employees have the right to name individuals who are not employees as their representatives, they may not name an outside union as their representative.” See pattullo-bloody-sunday.
