Henry Penny's wife and executrix in 1630; The Chapin Book calls Cicely "dau. Henry and Jane Penny," but the will does not say Jane was her mother. WikiTree has Jane Dabinott.

Wife of Deacon Samuel Chapin and mother of Japhet Chapin. She was baptized at Paignton, Devon, in February 1601/2, the daughter of Henry Penny, a baker, and married Samuel Chapin there in February 1623/4 (source). Her father's will of 1630 is the document that ties the Paignton family to the Springfield one: it leaves "To Cicelly Chapin my daughter, my second great pan," twenty shillings a year for seven years to "David Chapin my nephew [grandson] ... towards his bringing up in learning," and twelve pence each to "Katherine Chapin and Sarah Chapin," the eldest three of her seven children; her husband helped take the inventory.

She came to Roxbury with her husband and five children by 1635 and to Springfield in 1642-3, where the seating of the meeting-house put "Goodwife Chapin ... in the Seate alonge with Mrs. Glover, and Mrs. Hollyock," beside the minister's wife and William Pynchon's daughter. She survived her husband by seven years and died at Springfield on 8 Feb 1682/3.
