Read 12 Oct 2026 from the archive.org copy's OCR. The statement he had printed before leaving Victoria, rejecting the Rowell-Sirois report as the basis of the conference.
- The report is "a very remarkable compendium of useful information," but its plan means "immediate and ever increasing centralization of authority in the Dominion."
- British Columbia "does not want to be pushed down either to the bottom or half way, there to turn the treadmill of mediocrity in perpetuity"; "British Columbia is in a category by itself."
- "the unemployment problem is primarily the responsibility of the Dominion."
- The Dominion already has the powers it needs to win the war; temporary measures can be taken now and permanent ones after the war, for "this is no time to make so radical a change."
